This can be literal (dressing up) or metaphorical, meaning to improve one's performance or behavior.

Q4. The last two lines says 'Can't you make up your own mind about anything?'. Why is this ironic?

It is ironic because throughout the poem, the adult has been telling the child exactly what to do and what not to do, leaving no room for the child to decide. Then suddenly they scold the child for not being independent.
