Q1. Who is an MLA?

Member of Legislative Assembly. Elected by the people of a constituency. He/She represents the people and forms the government.

Q2. What is a 'Constituency'?

A particular area from which all the voters living there choose their representative. Example: Himachal Pradesh has 68 constituencies.

Q3. What is a 'Majority'?

A political party whose MLAs have won more than half the number of constituencies (e.g., >34 in HP).

Q4. Who is the Ruling Party?

The political party that has the majority forms the government.

Q5. Who is the Opposition?

All other elected representatives who are not members of the ruling party. They question the government.

Q6. Who becomes the Chief Minister?

The leader of the winning party (MLAs elect their leader). The Governor appoints him/her.

Q7. Who appoints the Ministers?

The Governor appoints them on the advice of the Chief Minister.

Q8. Who is the Governor?

The Head of the State. Appointed by the Central Government to ensure the state runs according to the Constitution.

A gathering of journalists invited by the government to hear about and ask questions on a particular issue. It helps spread information to the public.
